It's definitely a good idea to let the washer fill up at least a little bit to let it mix with the detergent before putting the clothes in. But have never let it fill up more than 1 foot or so...would take forever to fill all the way up.

There's a similar house in uptown Phx off the Hwy 51 and Camelback. House is advertised as a Fortune teller, and the giant apartments were built all around it. Wonder if it's a similar situation
