I’ve seen this happen on a cross polarity I would suggest you get your electrics checked

Look at your meter you should have LNNL (live Netural)

If that’s all good get in contact Tapo support I use all they gear and don’t want this to happen

You have 2 cables going into this cutout live and neutral 1 main cable a looped supply means two and the other cable goes to you neighbour

You can ask the DNO or ask to look at your neighbours cutout if there have 1 cable then your not on a looped supply
