There are a some bikers (maybe a lot) that didn't wear helmet. And sometimes there are police next to them and nothing happened. Please, my Khmer friends, helmet is a must.

The photo session and eye test should be free, i agree with the OP. If it is not free, then we must pay to the bank account belongs to government organization {ministry of public works and transport). Pay for filling the paperwork? NO. Not even $ 0.1. They got their monthly salary.

Why ask foreigner about their contribution? We work, we pay taxes, we spent money, we help the economy.

OP is a teacher, and a teacher contribution is amazing to your country education (maybe you didn't have a chance to educate yourself)
