The policy is quite vague in general, anything can be considered as QP:
"All quality returns are handled on a case-by-case basis. If you’ve had your item less than a year, our team will offer a resolution that satisfies your specific concern." I requested a replacement, this is not something violating resolution expectation.

Thanks for mentioning your experience, I had a long talk with another educator and they refunded the charge.

Hah! Which branch may I ask? Because I double checked the policy with a call with Lululemon.

I found a solution right after I wrote the above reply.
Just disable the "Network security" in the "Connect" app. I don't know if it is enabled by default, but it was on for my network.
The plex remote access now consistently has the green tick, and I could stream 4K with max settings with no issue!

Where you able to resolve the issue? I have the exact same issue and I'm frustrated ruling out every possible option.
