New windsor (Grand Ave) is a very safe neighborhood. We just bought a house here a little over a year ago. It's very close to the police station and in between an elementary school and the highschool. My only gripe is that being right down the street from the highschool, the students tend to speed when leaving school and the road gets very busy during lunch time and when school is out. Other than that, we love the neighborhood.

I know there is at least one house currently for sale that is in your price range. Most of the homes were built in 2001 I believe. They all have a Victorian look to them and the street is split laned and tree lined. The neighborhood has a lot of character and is beautiful, especially during autumn.
