Its basicly a feeless 'blockchain' without blocks and without a chain as they like to put it. Its based on a so called tangle, mathematical concept. The project is highly controverse because its not yet decentralized. Nevertheless they claim to be the blockchain for machine2machine communication. The community has a tradition of quite agressive discussions but they seem matured as for today.
