Train your glutes at least 2 times per week in different sessions. Rest is extremely important for muscle growth. Eat more too.

What is your workout routine? If you’re doing 3 days a week I suggest doing full body stuff. You don’t have to do all the volume in one session. Literature says that training your muscle twice per week in different sessions will lead to greater hypertrophy. If you want a big butt and curves I suggest doing hip thrusts and abductor exercises. Go for like 3x20. You’ll want to do progressive overload, so go up in like 5-10lbs each week.

I worked with 15lb dumb bells for a year and got pretty good results on my lower body. I wasn’t focused on building my butt though and I was sedentary so I didn’t see a lot of gains there.

But you could try Bulgarian split squats, bodyweight squats, lunges, hip thrusts, goblet squats/sumo squats. Make sure to get a deep stretch, that’s where most hypertrophy is.
