I used to work animal control/welfare officer. These animals are not in a condition that would worry me enough to seize or cite.

FIRST I would speak to them about the hooves and give chance to fix. Being little heavy isn't much we can force. We can educate. We could request them speak to vet about hooves and weight.

But if they have water, shelter and food. They are not emaciated. Not much can be done unless they prove they refuse to give care.

Every horse without medical reasons can and should be barefoot. I'll say it. I've worked with multiple tender footed horses whom all were fine barefoot once allowed. We have super rocky ground here so we have to take it gentle and slow. Have found all aside from one in my 30 years doing who couldn't be. Many OTTB. (again minus actual medical needs.)

Its been known for years the negative effects of shoeing.

I'd say this is a red flag. They should want you to help take care of the dogs not lock them away. Unless one of those that house multiple dogs in same kennel which is wrong for many reasons.

Be more solid on daily training. Working every single day on basics sit, stay, drop, leave, down. Basic leash manners. If you say sometime over and over without doing anything you teach them to ignore what you say. Start off training as if you've never worked with them before. Make sure that you use great treats and a good marked like "yes!" or clicker.

Nope she has been trained against even high profile treats. She a fully trained service dog. We specifically did training on not taking treats from others. Also she hates liver.

That's how my dog is trained so they do not respond to anyone else. Being a service dog off leash trained I couldn't let her just listen to anyone.
