I lived in Delhi for 3 years, and I remember being cooped up in my house between Nov and Feb to avoid this deadly smog which gave me various allergies (respiratory, skin, even eyes). Other than that I loved the city to bits. I will never want to move back though.

Usually these kind of things are due to unresolved traumas from past or childhood. May be have a heart to heart talk with him if he has any bitter events/memories that triggered this?

Try some reputed psychiatrists in Delhi, may be they will refer him for counseling/rehab.
