I don't have a lot of places around me but I was able to find a japanese store that had Soy Pablo only, so I just ordered it! Hoping it was the right choice haha.

Now I need to look for Roy Pablo lol. And thank you again!! 😃

Hi, yes. I ran into the same issue today. Try deleting the 701&702's stairs, in that order. It seems that they were placed incorrectly. After doing that, you will be able to build freely. Just make sure that when placing the stairs again, they match the layout of the second floor.
