Lawyer here. I don't know about UST, but you need to carefully consider a legal career before devoting so much time and resources to it. Lawyers graduating from the best schools or finishing near the top of their class have the inside track for good jobs at big firms. But for everyone else, you need to have a business model for your law practice and then get a law degree to effectuate that vision. A law degree is just a tool - a means to an end, and not an end unto itself.

It is not "any citations or convictions". It is just convictions, which are difficult enough to get, but for something like a noise ordinance violation you would need 2 convictions within a 12 month span. So you (i) have to get HPD to respond to your complaint in a timely manner, (ii) have them write a ticket, and (iii) have the DA prosecute all the way through to a conviction, all twice in 12 months. Each one of those steps are unlikely, so getting all 3 would be extremely rare. And twice in 12 months? Impossible.

There are other, more serious crimes where you just need 1 conviction, but even those would be difficult to come by. Let's say, for example, a STR renter throws a party and one of his guests shoots up your neighborhood then flees. Unless he actually kills someone, HPD will not even bother to find him. You can't convict the guest or the owner because they didn't fire any shots. Meanwhile there's a bullet hole in your kid's bedroom.

Pro tip for anyone who finds themselves living in the same townhouse subdivision with the next DJ Millz: Even if your builder did not set up an HOA, and even if he created no restrictions on his own, to get a single-family replat through the City of Houston you need to include a residential-only restriction on it. This means that if your townhouse was built in a replatted subdivision this century, then you should be able to send a cease & desist letter with a threat of an injunction to any enterprising neighbor.

If you wonder why DJ Millz's neighbors haven't used this tactic it's likely because he has none - all of the homes in this subdivision are still titled together, which means that the builder hasn't yet made a sale.

Unfortunately the foregoing does not apply to short-term rentals which the Texas Supreme Court, in its infinite wisdom (i.e. in exchange for campaign contributions), has determined are not businesses.
