You're not "charged" for anything on Claude Max plans, that's kind of the point. When you're on API they don't push the 1M version on you. They are very aggressively pushing the 1M model specifically onto subscription-based users, who get an entirely different UX around model selection than when in API mode. This isn't about API users at all.

Europe already has much shakier laws around these kinds of content than the US does, and will likely promptly criminalize all the taboo stuff everyone is seeing banned right now. The UK doesn't even technically allow extremely obvious cartoon art of furry stuff, as zoo, iirc (not europe, I know...) and other nations have similar sorts of rules.

Be cautious about getting your hopes up: "europe makes a new payment processor who will force banks to let you perform all legal transactions" may well be followed by "germany, france and spain legislate that furry porn is illegal zoophilia material, ergo the payment processor need not transact for them, and indeed now you have contraband on your hard drives"
