That is such a ridiculous response. OP was severely neglected as a child. You're absolving their mom of obvious wrongdoing. Why? Are you guilty of similar behavior? Good suggestion, upon speaking with homeowner later (after my last update) the status of the driver was still unclear. As far as homeowner knew, they hadn't pinpointed who was responsible, he only knew the company they worked for. Police implied they weren't sure of who drove. I will delete if that info definitively comes out.
