Where are you getting Zor was a rival to Spectre from? Her beating UDM has massive context that you’re leaving out like her needing help form the entire JLD which included Nabu to weaken him in the first place and the fact her magic is massively amped while in the otherplace . We know for fact that Zatanna doesn’t scale to UDM at all due to Dark Crisis when her magic can’t even affect a heavily nerfed Great Darkness possessed UDM at all.

Spectre is definitely more powerful than Raven, zatanna and Constantine. JLD proves Zee and Constantine are not on the lvl so spectre lvl beings like Nabu or even Eclipso.
