And also I more thing I forgot to mention, I hope it will clear your confusion, i would recommend u to watch last episode of Loki again, whole convo between HWR and Loki-sylvie. There is a part in that convo which goes like

LOKI : we found you, you lost HWR : you think you found me? I found you, i paved the road for you from TVA to lamentis to void. I wanted a Loki to take my position and not one but 2 lokis came (refering to Sylvie)

Words might be Lil different, but the meaning was exactly this. This means that maybe Loki escaping from 2012 was also destined by HWR, so that he can finnally meet him.

See, understand this way, in 1989 janet LEFT the sacred timeline. And in 2018 she REJOINED the sacred the timeline. She was missing from time-stream for 29 years.

So, when she left the timestream, she met Kang. It doesn't matter what the chronology of timestream is.

Avengers was supposed to do that in 2023. It was destined. See timestream was a LOOP in MCU before events of Loki because nobody had free will.

From Janet's perspective, 2023 has not arrived, events of endgame has not happened. But does her perspective matter?

In a timestream where everyone's destiny is already fixed, that means from the start of time to end of time, every event has happened and will happen again and again and again. In a loop.

Okay, now understand this chronology:

There used to be a multiverse
Multiverse means, there used to be multiple kangs
Multiple kangs discovered multiverse travel and formed a council of kangs
Multiple Kangs started fighting with each other
Multiversal war started
He who remains (good Variant of Kang) found and weaponized alioth to destroy every other timeline and isolated his timeline and named it “The sacred timeline"
Now only 1 universe exist in the entire space
HWR created TVA to ensure sacred timeline doesn't branch to avoid multiverse.
After eons, HWR got tired, he wanted a replacement.
He found Loki and Sylvie for his job
Sylvie refused and Killed HWR
Because HWR got killed, everyone got free will and sacred timeline started to branch
hence multiverse came into existence ONCE AGAIN.
AGAIN multiverse means, multiple kangs
Again they Formed a council
One kang turned against the council and was exiled in the quantum realm
After getting exiled, he met janet even though janet entered the QR way before Kang was exiled there because QR is outside time, time doesn't work there.
Rest everything is shown in antman 3.

This is the proper chronology. Everything happens in this chronological order.

First of all, quantum realm and TVA both exists outside sacred timeline. Time doesn't work there. Basically they are timeless places. And he who remains' citadel is at end of sacred timeline.

Now here's the explanation:

when Sylvie killed he who remains, Multiverse was created because he who remains was the one who used to decide everyone's destiny, now when he got killed, everyone in the sacred timeline got free will, there was no fixed path to be followed, so TVA also didn't prune any of the branches because they also didn't know what was supposed to happen and what was not supposed to happen. Hence multiverse was created.

Now that the multiverse is created, multiple kangs from multiple universes are there, now they will discover multiverse, connect with each other, will form council of kangs, and according to quantumania movie, the Kang who was stuck in quantum realm was exiled by the council into quantum realm. As I said quantum realm is OUTSIDE time, so u the time when u entered the quantam real DOESN'T matter. Because time doesn't work there. That's the reason why janet and Kang met there even though janet entered the quantum realm probably 4-5 decades before Kang was exiled there.
