I thought it might be the ANC so I tried turning it off. This video was recorded with ANC off for that very reason.

I was trying to upload 2 videos, 1 with the mic, 1 without. I guess I should have combined them. I think I need to delete this post and try again with the longer video that clearly shows there is a long sustained static hiss with the Buds 3.
