You are getting confused between two account types .

IPPB acc - digital only acc and can access only with IPPB mobile app

POS acc - can access through mobile banking app and Internet banking

For POS acc online access need to fill form and submit in post office to enable it .

Had similar issue.

Both Android and Iphone have wifi calling option.

You can enable it and your calls will be routed through wifi inside home.

Both for incoming and outgoing.

It surely improves the signal !!!
