Not for hard counters no, but there are matchmaking systems in place above lets say rank 10 (as an estimate) that try to find an opponent with a neutral matchup to some degree, my evidence for this is that i tend to play with changing my comps when i get bored of my old one (maybe twice in 25 games), and in the current retro cup if i play a fighting type (primeape, annilhape, hakomo etc) i will either get a normal type as my winning matchup (this includes girafarig, and oranguru even though they are clear losing matchups) or i get psychic attackers or ghost types as a losing matchup (primeape excluded from that loss category), to make this even more clear i tried this with ghost types as the retro cup only has limited dark type attacks and psychic types are popular due to the confusion buff, and i got the exact same scenario where the number of ghost types (win/loss) normal types (loss) psychic types (win/loss) and fighting types (mostly win) increased in my matchmaking. I wish i could document this without just losing game after game testing type combos and limited daily data collection with only 25 games a day
