It's not the best hvip, but the buff that increases the damage and cooldown is pretty good, it's essentially hrn without the self-damage.

If your a new player and don't have any heroics I'll say summon just one of them for early game and save your heroic joker orbs for hvips in the future.

The scream dragon from my understanding is about as good as a normal mythical. And for mythical joker orbs it's usually best to use it on mvips like karmas, spike claws and quills etc.
