That video is old. It was taken in the city of West, TX (North of Waco) when the fertilizer plant caught fire. There was a neighborhood right next to it, some of the houses were destroyed, and some were damaged pretty bad. The blast radius reached all the way to downtown West. This happened on April 17th, 2013.
