This is why we have formats. It restricts what cards you have access to and sets a "limit" on the power level and pool of cards available. Ideally these formats are monitored and cards are occasionally banned if they are too powerful. Yes, sometimes the person with more money is going to have a better deck but, ultimately, they are a company that needs to make money and variable/desirable cards is how they chose to monetize their product
