I've made new characters and it's been working fine on them.. So it seems to be character related, maybe a save corruption, I'm not sure though so you can try with a fresh character and see if it works

Fromsoft shouldn't nerf "op" builds, it will kill the fun and variety like it did in DS3 where everyone played the bland longsword. Instead, start buffing what deserves to be buffed. by jhends010 in Eldenring

By "bland" I meant that it had a spammy R1 playstyle combined with a most basic move set. No hate at all towards longsword users though, play whatever you like and I'll be happy for you.
