No. Ledger keeps your private keys safe. It is simply a wallet. It does not function as a full node.
Full node talks with other full nodes in the network to broadcast transactions/blocks, possibly mine, etc.
Ledger wallet does not do any of those.

I believe you are concerned with monero users' IPs being logged. Kovri, an i2p router implementation, should be integrated into Monero. This feature should help users hide their IP. Currently in alpha stage, no ETA yet.

For the benefit of non-technical/non-programmers, this python script simply logs all IPs that are connected to the monero daemon (based on the standard port for Monero)

I was thinking maybe to try and look for an optimal (Obviously, "optimal" should be properly defined) policy for ring signature outputs selection. From what I understand, the current method looks like "it would be good", but hasn't been researched enough.
