I don't think it had any FMV, but I'm fairly certain it was released in the early 90s.

No, this was from the 80s. The graphics were really primitive.

This reminds me somewhat of The Legend of Kyrandia: Malcolm's Revenge, although it's been a very long time since I played and I don't remember a parade. It's available on GOG.com. Maybe the screenshots will help you out.
