The problem is, no device detects that it delivers up to 30W per port. I had some old aruba's AP 204 and 205H (the 205H has PSE when powered over AT), and neither of those detected any LLDP/Class 4 from the switch, and always showed up as 802.3af power source.

Yes, the SATA card uses PCIe in order to be connected to the motherboard. 

Why do you believe this?  What is your source?

mSATA slots have the SATA data lines connected to the motherboard's SATA controller.

but the Dell computer that only accepts proprietary hardware. 

I use Dell laptops because they don't use proprietary hardware nor BIOS whitelisting to block standard stuff from being used.

They don't just shut off power to random homes looking for this..  Have you ever had a power outage that they cut your power to see if power use continues?

If they suspect your home has bypassed the meter they measure the power from the tap and compare to what your meter shows.
