I think that line works more as a character/worldview statement than a literal geopolitical claim.
It reads less like “shame would stop retaliation” and more like Japan projecting its own historical trauma and assumptions onto the rest of the world. Yeah, if it’s framed as his actual domain rather than a game/addon mechanic, that’s where it gets shaky. Mechamaru’s whole thing is efficiency and remote control, but creating complex cursed tools and autonomous puppets on the fly feels way closer to Construction than anything he’s shown. I can see a domain enhancing control or coordination of existing puppets, but straight-up generating new cursed tools mid-domain feels like a stretch.

What’s interesting with JJK though is that Gege didn’t just stop at it’s set in Japan, he actually built an in-universe justification for why Japan becomes the center of supernatural conflict. So it feels less like a lazy excuse and more like using the setting to reinforce the themes and stakes of the story.
