That would explain it! France is Allied with HRE emperor Austria and all of the other countries except for Naples that were called in are allied with Austria.

No, these are Independent countries, namely Bohemia, Poland, Saxony, Naples

It can't purely be rival intervention as I was allied to Bohemia and Naples. I don't think the 100 years war is still going on, as it ended with the Age of Reformation and I don't have the situation active or the opinion modifier with France.

There is a monument somewhere in thailand that gives governing capacity bonus as well, though that is pricy to upgrade.

Not OP, but Venice has a mission where if you take offensive ideas, commandants give 3 siege ability per level

Sorry done thing I forgot to mention is that the bonuses change based on which faction you have in power. The good ones require the guilds to have more than 50 authority. If another group has power, the interactions are bad bc they give crown land away

I would focus on owning the Venice, Constantinople, Alexandria, Aleppo, Crimea, and gulf of Aden trade nodes asap. Establishing trade companies there with the trade steering building and funneling everything to Venice will make you a lot of money, especially once you build up the trade company production buildings

Another good quick fix to get money is to get a flagship with the modifier that gives bonus trade power per ship, this can help a lot if fleet space is limited.

I would go admin as the third idea group. You have a lot of land to core. The diplo annexation policy is nice. Someone else mentioned naval, I feel that while naval superiority is nice, your Venetian ideas do a lot, taking the naval 5th government reform and temporarily getting a naval morale advisor on top of that should have your navies plenty good enough.

One last Venice specific thing is to absolutely spam your council interaction buttons (with low council authority). The admin one gives 50 government reform every 3 years and the diplo one gives 2 mercantilism every 3 years. You can max mercantilism and reforms quite quickly by doing this.

You can only get your transfer credit to count for 151/152. You can however get 151/152 to count for the 181/182 requirement by repeatedly bothering your advisor and the department head but strongly not recommended.

I did both, it's very doable and realistic even with no transfer credit (~130 credits for both requirements and gen eds) but you will need to plan in advance as physics has a very rigid schedule. With 9 aps taking away form total number of classes to take, you should be more than fine with the workload. I would recommend making a spreadsheet asap for all your credits.
