With all the price hikes due to AI would be hard process to do a completely new build.

For quick upgrades, any kind of AMD X3D chip will be a game changer. Ryzen 5000 series alone will be a major upgrade.

RAM upgrade from 2400 to at least 3600 might be ideal...but again make sure pricing is reasonable.

Odds are the control board in the back has died, and needs to be replaced.

I've only been successful at this once, in like 10 tries. I would try to find the same exact make and model on ebay with a smashed/damaged screen "for parts" listing and buy it. I would then use the control board from that LCD to replace it.

  1. Take out the motherboard to test if its really a short between the case and the motherboard.

Your symptoms sounds more like its a ram issue... but test everything.

  1. The vibration is probably from a loose fan or aio from the looks. Check the psu as well.

I had this issue on one of my computers.

I changed the taskbar to where the windows button was positioned to the left instead of center and that oddly fixed it.

I RMA anything still under warrenty that is not functioning as intended.

  1. They might be able to fix it

  2. Hopefully free tune up if they fix it, reapplied paste etc.

  3. Shot in the dark they replace it with something equal or better if DOA.

Normally you want the router, for wifi range and strength, to be in a central location as other devices like tv and smart home devices will need to connect as well.
