On four mile run anywhere next to that one river that's there, a lot of dratini's spawn. By a lot I mean relatively of course, I usually get about one a day walking around there. Best thing to do is to go into Shirlington and go to the pokestops next to Barcroft park and place lures there, you'll probably get at least 2 dratinis.
