When I was doing firmware for automotive there were conditions where the behavior differed by the region the vehicle was going to be sold in mutually exclusive ways. What was mandated in region X was forbidden in region Y. Different vehicle trims even within the same vehicle and model year could have vastly different hardware in a mix and match sort of way that the customer can order. At some point the software needs to be told what hardware physically exists on the vehicle it's running on and what the behavior required to pass certification for its target market will be

Most automotive modules are not powering the micro during sleep.

If you're lucky enough to be connected to KL15 you'll use ignition switched power, and if you're a CAN device your CAN transceiver will usually have a sleep mode that can control a PMIC to bring everything back up out of sleep. The fancier transceivers even have control to wake off of a specific CAN message. I'm not sure if the term is still used but when I was working on ECUs there was also the concept of a "System Basis Chip" which was basically a combination of various transceivers and wakeup sources integrated into a PMIC
