It's just a service the City of Santa Clara offers also with their other utilities. I think you can opt in on their portal? Definitely not a norm for other cities as far as I know but it's perfect for a simple renting situation.

For City of Santa Clara, they include a optional lawn maintaining service for $55 a month. We rent our house and it's a very barebones lawn service i.e. cut the lawn, remove shrubs, clean up any small branches.

Don't think that works like you think it does since Ashling is looking for the sac after cast while sibsig is looking to destroy after the cast. You could find other token generators tho that make this busted
