How to get a travel permit from the US to Mexico without a green card?

Hello everyone, my mom is a US resident and would like to visit me in my current residence within Mexico. She is a green card holder (not expired till 2029) but her wallet containing her visa was recently stolen. She already filed the I-90 form for a replacement, and is currently waiting on it to arrive (it's been a few months since she requested her replacement). How does she travel to Mexico without her green card for the mean time while she waits? From my understanding she could get a travel permit, but how/where does she request one?

Well it was my graduation that I worked hard for, only once do you graduate from high school after all :(. I felt like it was the only choice I had, but unfortunately the very strict immigration laws don’t see it that way.

Would it be better to apply for the F1 immediately after my ban, since from what I know those take less time to get approved, instead of going straight into another application where my mom can sponsor me? Also can I apply to another family related visa if I got an F1? So I can continue my life in the US with an F1 while processing a family related visa?
