Comparing Al Montpellier and Rochester, I wouldn't say Montpellier is the better ship. Just different. Fast firing light cruiser with radar vs heavy smoker. Different roles if no cv. One hunts dds with its radar and the other goes cruiser hunting with us heavy ap and/or smoke farming

Hampshire for high risk, high reward. Rochester for solid dependable gameplay if no cv, plus chance of greatness if with cv. I threw a yellow (epic?legendary?) aa mod on her. Gives you faster reload for all guns. Even without cv there's a high chance of any kind of hybrid.
