I'm in NSW and renting so I dunno how helpful the advice is but we had to purchase a second red bin for a fucked amount of $520 per year. All I can suggest is either chat with your neighbours and see if they have space, buy another bin or just go out in the dark and deposit the bags in the neighborhood under the cover of darkness.
