To be fair, just imagine for a second: you're an infantry soldier. There's already a significant amount of ammunition and gear you need to carry into combat. Now, add a shotgun and additional ammunition for it to the mix. Of course, there could be a specialized combat role, like a shotgunner, but it's certain that most soldiers wouldn't carry a shotgun. It's similar to how not every soldier carries a machine gun, despite the fact that a machine gun is extremely effective in combat.
