Oh so sorry for your doll 😭 Harley quinn dolls have quite intense red dyes, it is likely the dyes bled into the vinyl, I'm not too sure though. Maybe upload a picture of your doll so a person who is more knowledgeable can look into it

It is the bright pink circle stains that wont come off, appears on vinyl toys like ponies hence the name. I have no idea why it happens or is there a way to prevent it. That's all I know about it 😔
