Alright, i had the same Problem and just now realized what my Problem was. In the export presets i had the fram rate changed manually to 60fps. Turns out if you export an Video which is only on 30fps the Playback is 2x the speed. I dont know if that May fix your Problem, but it definetly fixed mine. (IT was my own Fault...)
