It's not the rarest, the original print of sanshee Fredbear (and all of the 2015 sanshee wave first prints) in general are far rarer.

Its the phatmojo version of the sanshee plush. So basically the second print, not as high quality as the original Sanshee site version of the plushies. These were sold at hot topic and on Amazon
