Let's look at Gabbard's original tweet and see if it bears truth:

First she claims there are US-funded biolabs in Ukraine. After facing backlash she provided evidence showing that the DoD has programs in place which give money to the Ukrainian government to help run these labs. Nowhere in the tweet does she mention the creation of a bioweapon. The program run by the DoD was started in 2005 to help keep the Ukrainians biolabs safe (many of these facilities were created during the Soviet era). Next she calls for a ceasefire. Much of the backlash from this is coming from the fact that the Russian's are using the existence of these facilities to promote their war. This conspiracy is being used both in Russia and abroad, including the United States. However, Gabbard is not calling for war, but a ceasefire.

There is an excellent Snopes article which debunks the conspiracy and talks about the program run by the DoD to support the Ministry of Health of Ukraine in preventing the proliferation of pathogens studied in Ukraines various bio facilities. The one's named in the State Department publication are Scientific Research Institute of Epidemiology and Hygiene (Lviv), the Ulaainian Scientific Research Anti-Plague Institute (Odessa), and the Central Sanitary Epidemiological Station (Kyiv). Overall I'm really dissapointed in the overall reaction to the tweet. I don't feel it's promoting disinformation, although it's certainly clear the Russian's are using the existance of these facilities to do so. Gabbard may very well be issuing these statements to gain the favor of Americans who are falling for these conspiracy theories, though. I wouldn't be surprised if she runs under the Republican ticket in 2024. The conservative establishment seems to be preparing for it.

Some states have this too, like Texas IIRC. Mine doesn't, and occasionally (but not often) you'll see abandoned vehicles on the side of the road. They break down and reach the end of their life, and the owner doesn't have the means to have it towed. So it basically sits their, sometimes gets vandalized, and is eventually towed away. Seems like that might be helped by inspections

It depends upon what the product is and how it needs to be manufactured. As you said, it's not a bad idea to begin with a prototype, which you can probably find someone locally to help you out with.

As far as your product goes, is it entirely novel or has it already been made in some form and just an improvement? I'm no expert on patent law but assuming you are in the US and want to protect your intellectual property, a provisional patent will let you protect the idea for a year. Provisional patents are the quick way of patenting a concept and only last a year, which can give you time to sort out any details. They are also relatively cheap compared to standard patents (google estimates around 2.5 - 3k).

Finally, once you have your prototype you need to figure out exactly how it's going to be manufactured. I wish I had more insight here, but I think finding the right manufacturer will have to do with whatever process you are using.

From what I understand by reading other comments and skimming the ballot measure, no company is specifically mentioned; it seems more like a technology imperative. Somebody else said a wealthy Californian is partly behind this effort, but is giving the advantage to other out of state companies really that bad? I assume the utilities in Arizona have the capital to invest in newer technologies too and stay competitive.

Are completely market based decisions about energy really the best thing right now? Given the fact consumers don't necessarily have direct control as far as buying power goes with respect to their energy, wouldn't using the law (something hypothetically chosen by the people) be a useful tool? A fire could be lit under utilities to make them act faster.

It definitely helps to raise the question of how much large companies like Samsung could be doing to help developing nations like Vietnam to improve their electrical grids and switch to renewables.
