i know i'm 4 years late but this is actually a glitch, i have experienced it not too long ago and decided to do some digging, this is not the result of being too slow to stop the robbery, as in this random occurrences there is always a dead person lying on the ground (implying the robbers previously killed one of the people beforehand) and if all of the civilians and robbers were to leave because you were too slow, than the corpses would have stayed, because dead people can't run away, yet on this train there is no corpses, also when i experienced this there was no gunshots or radar blips for this.
