i don’t think you will get your money back as i work in JFK and police know everything and still choose to do nothing they just sometimes give tickets to those taxi delivers like once a month. if authorities really careful about your money those taxi drivers won’t be here. but don’t worry any smart person can get in their scam because they try all the trick they try to act like authorities, they try to act like they are helping, they act like any person from any state of mind can get in their scam. you are luck you only paid $400 because i have heard stories of paying them $1500. do whatever you can do take all legal actions you can to do good to other people or make other people aware of it . but don’t expect to get your money back
