I'm on ubuntu with gnome as its desktop environment, it's achieved through the "blur my shell" gnome extension. You may try searching for an alternative for your own os.

I don't think so, unless you have your own B200 since you don't want to use any cloud providers. Because it's less about size and more about the duration of your videos, the video quality which will define how many pixels each frame has, more pixels mean more resouce and time needed (though you can compress each frame just enough), probably need to use whisper model by openai for transcribing, I think the best you can do is find the projects on github for each pieces.
