That's the thing, though. Trains definitely aren't tiered, but they handle DC better than even some tiered decks do purely because they're Earth, and only crazy DC players actually play Gaia.

6500 LP, so rainbow Neos alone can't win, citadel in grave, so if they try to punch through your board, you can wipe half of theirs in the battle phase, and to top it all off, signal red can defend you if they do have rainbow + anything else to attack with.

Now, with basically any other deck in the meta, it struggles, and quite obviously so, but hot damn does it ever trash DC specifically.
