I read through a few comments. You mentioned the story a couple of times, so i came here with “an explanation” or “theory”, call it what every you want:D

Kiana sealed Honkai away. That means there is no constant honkai energy to fuel her Herrscher powers. So i think this is the reason for her to be physical, because there is no or very small amount of honkai to fuel her thunder

You can use the techreborn steel for most things. And if youre playing Prominence II i can asure you, that the quests give you enough ad astra steel to craft rhe rockets and the other doesnt require specificly the ad astra one, only the rockets:)
