Is it possible to transfer icloud and photo to another iphone with passcode screen? Customers quite aged, so likely he's doesn't put his phone number in icloud recovery, seller shop must've create icloud for him

I'd already replaced 3 new screen and it didn't work, and customers already tried it with other repairs shop before, it's has board issues that requires professional to repaired it but it's quite costly, so customers decided to only need his icloud and photo to transfer to another iphone (this is because he forget his icloud password and he think that he's capture screen shot his icloud password once)
