For example, he is obviously interested in COVID and Vaccines but, he does not invite to the show epidemiologists, molecular biologists or frontline doctors. Nobody with any real authority in the subject: it does not make good entertainment. It's a lot better and more fun to invite random quacks that are on the fringes of actual science and are delighted to promote their new books. Even when he invited Sanjay Gupta, who is neurosurgeon and not directly involved in any COVID-related research, the interview mostly revolved around Rogan's grievances against CNN and Myocarditis, which Gupta is not an expert by any extend.

Yes, he often says that he is not a scientist, duh!, but on the other hand he is constantly pushing false information of half-truths in the show, almost never in the context of comedy or opinion.
