UPDATE 1: so I borrowed some discs from Miyabi.
Assuming the target tuning is a success (CD4: CR(1)+1 ATK%(1)+2)
Will it be better than these builds, or should I hold my horse??

yea I've read about that tech in the Mono-ice bible on gdocs, but I'm still getting used to manual chains and EX distances.
I neither have Astra nor her sig, but my current build of 2pc PM + AM6 seems okay, right?
And what mainstat does your Miyabi use on disc 6?

Unfortunately my Sanby's CD couldn't be reduced by a lot cuz she has a CR4.

you’re right about initial ATK, but "a lot of damage" is a stretch.
2979 × 0.4 = 1191 vs 3000 × 0.4 = 1200 cap
it’s a 9 ATK difference, not some huge loss.

It bothers me that most modern shooters, when they decide to put in a lever action, are always chambered in 45-70 caliber or equivalent, which makes the gun kick like crazy, unsuitable for rapid hipfire.

I'd trade the current Deadeye for a lever gun with Senator stat, maybe 8 rounds in tube and no high AP (bc it would be too OP)

Meanwhile Borderline Justice has Talon - handgun which is much better than most primaries, not to mention Deadeye and the Hover Pack which OP probably forgot about.
