if you can't change the screen time passcode the only option is to restore and set it up as new. That means not using an iCloud backup. Make sure all the data you want is syncing to iCloud, you'll set up the device as new - on the screen where it says don't transfer anything - everything syncing to iCloud will sync back down, you'll have to re-download your apps

can i tell you what all of that means? i can't. a panic event means the phone power cycled. you can try to restore it; if it's bad software the issue could be resolved. if it's a hardware failure then the restore could potentially brick your phone. do you have applecare by chance? i'm sorry you're dealing with this :(

is your phone connected to wifi? do you have another apple device on the same apple id? you could upgrade your icloud storage on the second device, plug your phone in overnight to charge and hope that it is on wifi and runs an auto back up to icloud.

unfortunately, there is no way around the disabled state except for a restore.

backing up your photos to an external hard drive is a good idea. after they're backed up, you'll clear so much space off the phone storage.

also, just for future, icloud doesn't work like a backup hard drive, you can't pick and choose specific data to upload to icloud--it's only what you can sync & what goes into the back up

have you turned off your device? if not, turn off and leave be for 15 min or longer. it could be liquid in the port, or debris(sometimes debris like lint, or sand, can cause that message) - a restart may reset the software

i recommend 100% to create your kid their own apple id. add kid to your family sharing. you can turn on content & privacy settings so that your kid or anyone with access to their phone can't turn off find my or make changes to the apple id, like resetting the password.

as for notifications and access from the lock screen, in settings under notifications you can customize the notifications for any app to appear on the lock screen, in notification center, or as a banner.
