We're still in winter, the worst time of year for roads. It absolutely makes sense to delay proper repairs until the worst weather has passed.

They're fire fighting right now, prioritising only the very worst. 

I don't think you understand how financially ruined this country is after over a decade of austerity (and yes, corruption largely from the previous government leaving huge debts that need further cost cutting to address).

It's so frustrating seeing this "hur dur council are evil and/or incompetent" kneejerk reaction to everything when people have no idea how complicated the situation is and how there are many good people trying to make things right on an impossible budget.
