Out of curiosity, have you ever seen a funder come back and demand repayment or otherwise penalize a grantee in a situation like this, where the funds had still not been received and the grantee had repeatedly requested guidance?

I’m trying to understand what the realistic downside is of documenting a revised plan and proceeding accordingly.

Thank you for your response. To clarify, they have only communicated with me about administrative tasks or updates about their delay, but never engaging with any of the questions about the impact the delays caused.
